Venla Voutilainen works as a Senior Advisor for Development Policy Investments at the Ministry for Foreign Affairs of Finland. In this role, she works with the ownership steering of the Finnish development finance institution Finnfund, the management of the funding to FCA Investments Ltd as well as tax and corporate responsibility issues in relation to private sector instruments of the Ministry. In her previous role, Venla was responsible for Finland’s bilateral development cooperation programmes with Vietnam, and for implementing the transition from grant-based cooperation towards more diverse partnerships and cooperation modes. During the transition period, Vietnam became one of the most popular destination countries in the Finnish private sector instruments. Previously, she has worked with good governance and Aid for Trade issues in Tanzania and as a researcher focusing on East Africa.
